Can you test the program in another device?, only to discard.
-
This usually means (if reinstall doesn't work that is) that you have a background program that stops the editor from running - for example an AntiVirus program.
Or in one case it was a conflicting Video capture program that automatically started itself everytime to record a let's play of the "game" named RPG Maker.
Are you using steam or standalone Version? -
A standalone version,i will try to find somene's else PC to try it onThis usually means (if reinstall doesn't work that is) that you have a background program that stops the editor from running - for example an AntiVirus program.

I asked because some of the effects are on steam only (like the video capture program that assumes any steam program is a game where a let's play video is wanted).
So I would check the logs of your anti-malware programs next. If any of them blocks Ace, then it will log that case and you can check that.
If you find it in one of the logs you'll know which program needs to have Ace whitelisted. -
No,did'nt work :/ I even turned off the firewall of windows but it did'nt change anythingI asked because some of the effects are on steam only (like the video capture program that assumes any steam program is a game where a let's play video is wanted).

I think that may be some crashed info of the program in my computer that does'nt delete when unnistalled, but i'm not sure how i can erase that...

no, reinstalling the program through the regular windows controls and setup will take care of any such defective file.
it is a background program (unless your entire windows is broken) - and not a firewall (which is a passive protection), it is an active program doing that.
If you haven't found anything, that means you haven't checked everywhere, not that this is something else - and it means you have to keep looking until you found the responsible program.
By the way - in several cases you can't turn off those protection programs, they keep their last configuration until specifically told to change that. So what are your anti-malware programs? -
I don't have any, actually:rswtno, reinstalling the program through the regular windows controls and setup will take care of any such defective file.

Uninstall the engine, Test with a program called "CCleaner", this clears the "trash" in the registry of uninstalled programs and cleans the cache. and Run an antimalware, disable all protection on you windowns and install the engine again. -
