I wanna make my own tilesets for my game so I can sell it what programs and steps do I have to do to accomplish this?

Tilesets is pixelart for the most part. Just take the measures from the default tilesets and start drawing on top of it with Gimp/Photoshop.

use .paint to get the basic of pixel, then use photoshop .
at least thats what my experience is :p
-start small drawing simple things
-look at how pixel/tile is done, edit/make from scratch
-get some tutorial on web about pixel
-find your own patern for your tileset
-ask around and get some tips on the easy way for starter :D -
I use Photoshop CS6 CC for my tilesets. It's really easy to use, and it has a lot of features.

some of the official tutorials help you on tileset creation, advising you about the structures needed for tilesets, how to make perspectivic tiles and so on, just click on support - tutorial top right, or click on blog and search for tutorials.

GIMP, Graphics Gale, or Paint.NET are FREE programs. Try them out - they also have layers which is amazing!

Reality check; creating a tileset for you game takes a tremendous amount of work, time and, well, experience.
Don't attempt to make one unless you're entirely sure of your own talents, know how to work with your preferred image editing program, and you're okay with development of your game running behind a year because you decided to make your own tileset so you can sell it.
And you're doing it on MS Paint, god, that is just a recipe for disaster.
Instead of trying to make your own, which is a near impossible task for a newbie such as you - why not pick one out from our store? You can use those tilesets for a commercial game of yours and sell it. Then you don't have to do all this work. -
Celianna's right, making a tileset is a whole lot of work. The first thing you're going to want to do is pick a style, not a program. There are techniques and programs that work for pixel art that don't work for anti-aliased art and vice versa. The second thing you'll need to do is decide what sprites you're going to use because scale makes a huge difference.
I personally use a combination of Pyxel Edit and Photoshop because I work in pixels but some of my work flow is faster with the tools in Photoshop. PIxel Edit is fantastic for making pixel tiles, being able to work directly on the preview makes a huge difference. I don't know of anything like it for anti-aliased tiles, if anyone knows of one PLEASE TELL ME. Whatever way you go you'll probably want at least one program that supports animation and layers and you'll also want to make sure you've read the section on "Resource Standards" in the help file for your maker. -
