What program is best for making customized sprites? I am planning to make some custom sprites just for practicing or for fun. Is MS Paint okay? Photoshop? GIMP?

No, not MS Paint. It doesn't allow transparency, and you need that for sprites.
Paint.net has a fairly similar interface, is easy to use, and is free.
GIMP is also free, but more complex, thus a little harder to learn.
Photoshop is used by many and is even more complex, but is not free. -
Graphics Gale probably. It's free and the whole thing is set up around animation. Working with the layers can get a bit tricky but it has them which is nice. I think it's pixel only though, but that's usually how sprites are done so it shouldn't be a problem unless you're making more sprites to go with the Rural Farm pack.
