i ran into a discussion with a friend of mine who also uses rpg maker and we develop games together. i initially started out with rpg maker vx ace on steam but now moved onto mv. the argument at hand was, he stated that i was not allowed to use assets from vx ace on mv because i would be flagged as stealing vx ace materials.
my counter argument was i own a legit copy of vx ace and i thought all rpg maker assets could be used on each engine if you own a copy of said engine.
who is right here? honestly i believe im in the right but i just wanted some confirmation.

You are the right one.
As long as the assets are also free or you own a copy of the paid ones you're fine. -
You can use assets from any engine you legally own in any engine you legally own.

You need to own both a licence for the maker where the assets are from, and a licence for the maker where you are using them. And you can only use them in RPG-makers, not in other engines like unity.
But then you're fine.
