If i make some games on Android or iOS platform, could i use RTP resource (when i buy a rpg maker license). ?
And if some others share their resource with rpg maker style (like xp or vx) and it free to use, could i use it for comercial game for android or iOS

You can only use the RTP resources in RPG Maker engines or IG Maker if you own them. You CANNOT use them in other engines - even if it's an engine you write yourself.
NEVER use a resource in a commercial game unless the artist specifically says it's for commercial use. Most of them will let you use them in free games, but not commercial (or only if you pay for a licence). And if those resources are based on the RTP (ie - edits of the RTP), they have the same terms as RTP resources - you cannot use them in other game engines.
So since there is no way approved by Enterbrain to convert an RPG Maker game to run on iOS or Android, it would not be legal for you to do so. -

The designs of the characters are from Enterbrain. They also look upscaled and just pixel traced over on some parts. Don't use them outside RPG Maker. The tileset looks like from RPG Maker XP. Scratch that, it's is a semi-painted version of RMXP's tiles.

They didn't make some of those custom tiles. Those are from Celianna's Tiles, like the trees if I recall correctly. And I think that is Lunarea's house tiles? You should contact them directly for all the other tileset artists. You'll notice the quality of the tiles are different from each other, like that well doesn't fit with the other tiles. So they didn't make all of them.

Basically, if it's not directly from the RTP and you don't know who made them, you should assume it is NOT safe to use them, either in a commercial game OR in an engine other than RPG Maker.
A lot of sites host collections of resources and they fail to put the artist's details and they fail to put the terms of use. If you want to make a commercial game or you want to make a game on another platform, you are better off NOT looking on sites that try to gather as many resources together as possible, but to find artists and look at what they provide, along with their terms of use. That's the only way you can be sure that you really know what you're using. -
I would like to add: This is good. It is always a great thing to revisit this matter, even if it is the same thing being explained over and over. It allows the community in general to be educated, regarding the importance of correct resource allocation!
The project I am creating: While I am not even sure it will be a commercial release: because I choose to uphold the right to be able to sell it commercially if I decide, I am automatically limited to only using resources that I know FOR FACT that I am legally entitled to use. It is an important lesson for any great artist to understand.
As a game creator, our art is game creation, but that creation often would not be possible without the help of graphical artists, sound artists, and if you are like me, script artists. The terms of those artists must be upheld as well.
@nhan_t3 : It is great that such questions are presented. Clarification of such matters is vital to the correct preservation of the RPG Maker Community, and it's many fine artists.

@ Archeia, shaz: thank you for your answer, so i can use others resource which not rip off, recolor ... v..v.. from RTP with the permission of that resource creator. But i want something more clearly, about some resoruce like [IMG]%7Boption%7D[/IMG]http://i.imgur.com/nN3FkP7.gif[\img] in signature of Archeia, if you create that, and give me permission to use that in my game, so i can use it, can't i? because i still see it look like one of charsets in RTP :) (sorry if i am wrong about this).
And some charset like kaduki sprite or half kaiser, is it ok if they give me permission to use in commercial game, and some tool like xp/vx char generator

Technically that is a custom template but I'm making it for RPG Maker only. Sorry.
As for Kaduki and Half-Kaiser, IIRC Kaduki in Japanese terms allows it for RMVX/A and uses Enterbrain Designs, so it's better to get a Japanese speaker to talk to Kaduki to ask which resources are allowed and if you can use them outside RM.
I know of Half-Kaiser, but I don't know if they allow commercial usage. You need to find the artist. I think Ronove knows her. (I forgot her name D:) -
I would think your safest bet for going commercial on a platform outside of RPGM would be to hire an artist to create custom content for you. Otherwise it is very hard to determine if every little piece you use is 100% original and allowed for commercial use.

Legally, it's always best to err on the side of caution. If the resources are based on edits of the RTP, or "inspired by" the RTP, you can get into a legal mess for using them outside of RPG Maker.
I'd say only use them in a commercial if you have direct, written, permission from the authors of the resources. Even if you do, and the resources themselves are based on the RTP, I wouldn't use them regardless because it could get into a legal mess. Then you get into a "Did you perform due diligence?" type of case.
There was another post on this forum about a game called "Glitch." The game died, and the authors freely, legally released all of their resources, including some very nice artwork, under the Creative Commons license. I'd try to use that instead, if it's feasible. Or, contract an artist to create custom artwork. Then you know that you're legally in the clear. -

What if i buy graphical resource (may be one of this list http://www.rpgmakerweb.com/products/graphics) and not using RTP Tool then build a game for sale on mobile platform, do I have right to do that? Or I should contact the artist directly?

The ONLY things for sale in the store that you can use outside of the RM/IG engines are on this page:

They will have a higher price than the RM version because they are allowing you to use them outside of RM. -
I know you're not liking the answers your getting, but this is an RPG Maker website - the stuff made here is primarily for RPG Maker.
I think I've seen a couple resource packs that allowed you to buy them for use outside RPG Maker - the price was quite a bit higher, of course since you're paying for that extra freedom.
What kind of game are you trying to make? If you're trying to make an old school jRPG style game I'd stay as far away from anything associated with RPG Maker as I could, just to avoid any of these potential conflicts. Contact artists directly. A lot of stuff has been made that is available for licensing, most for very reasonable costs.
If you find resources online, be sure that the terms of use includes video games: some of the big art sites have art available with low cost and high cost licenses. Video games generally fall under the high cost license category - the low cost is for one shot printed materials.
Another option is Daz 3D. They sell 3D models that can be used with their software (available free) to take 'snapshots' that you can use for your 2D images. -

Okay, stupid question, be gentle...my reading comprehension isn't great:
I'm not really clear on the terminology used here, in its context. The OP asked if it's okay to use "RTP" (I'm pretty sure by now that's the general stuff that comes with the RPG Maker) for an Android/iOS release. It seems like he's being told no and that it can "only be used in RPG Maker." What does this mean for a commercial release? That RTP can only be used for a release on PC, or does it mean you can only boot the game up in RPG Maker itself and/or only play it yourself or something...?

You can use the RTP for a commercial game. But that is a PC game made with the RPG Makers.

RTP (yes, the resources that come bundled with the engine) can only be used in games made with RPG Maker.
RPG Maker only runs on PC. So if they're making a game on Android or iOS, they're using a different engine or have built their own, or are using some sort of converter not approved by Enterbrain, and should not be using the RTP resources or anything based on them (or anything sold in the store that is NOT listed as "for non-RM engines").
