Just look how organized and cohesive the world governments are in the first place, and how it seriously lacks over the internet.

Build a small scale model, to prove that it can be implemented on some scale, and then throw it up on kickstarter or something similar, and ask for 2000000円 funding to conduct a feasibility test. This is a discussion planning out not just another game, but an official reality.
A reality thats meant to unite all the games out there. ALL OF THEM!
Basicly, this is a discussion about unifying all those games, along with, more especially, negotiating this REALITY to be such in the first place.
