That's typically the scenario when you can't prove that something is feasible. Build a small scale model, to prove that it can be implemented on some scale, and then throw it up on kickstarter or something similar, and ask for ２００００００円 funding to conduct a feasibility test. That's what the space elevator guys are doing.
