I am thinking about making my own gaming console to play the games I make on, but am wondering about a few things:
What amount of memory should it have? I am going to put the games on CD, but am just wondering about how much the console should have.
In other words, would this be a sufficient base? I am going to add a USB CD ROM to it of course: http://robosavvy.com/store/product_info.php/products_id/1839

I think you're misunderstanding several things - or using the wrong terminology, because the link does not show a gaming console, it shows a micro-PC. And you can't change the hardware on such a micro PC, which means that it's impossible to add more memory into it.
And it's memory is a bit on the short side for any gaming in my opinion, even RM-Games -
Yes I know. I am going to use that micro PC as my base. I am then going to add a USB CD-ROM to one of it's ports, and the other I am going to add support for a TV.
So when I try it, it would be super laggy? What Memory do you think would be good? I have a few other ideas for a base, just that is the simplest one. -

this is system requirement for the editor. the game requirement don't differ much from this i guess... (i might be wrong).
device in your link
1) Processor only 1.0 GHz > lack 1.0 GHz more.
2) RAM 512 > OK
3) OS can use XP > OK
if it can work even though the processor is so bad... maybe instead of CD. use SD card. there's already SD card slot built in.
it's cheaper than buying USB CD ROM. -
I thought that those are the requirements fore installing RPG Maker VX Ace on the computer not playing the games?
I will change out the processor if it does not work. It is relatively simple to do that.
I think over time the CD Rom would pay itself off, because SD cards are getting expensive. A bulk of 100 CDs is 24 dollars and buying 24 512 MB SD cards would cost $93.60!
I just think that is a lot of money. If I used SD Cards, that would get on the expensive side for the buyer and myself.
