I'm perplexed by an issue I've been having. I have a basic skill that adds a state 100%. Here it is:

My understanding of this is that the chances of the user / skill inflicting Sleep is neither disadvantaged or put at an advantage. Provided the opponent has no state rate and no state resistance, it's all down to the user and the opponent's LUK. Is this correct?
I have experimented with the enemy I am getting the actor to use this skill on, and have assigned state rates of 12%, 6% and 0% and the state is affecting the enemy every single time. From my understanding, this should certainly not be the case. In fact, the chances of inflicting this state on the enemy should be extremely low, considering that their LUK is similar (around 10 each - and no, I don't have any outrageous formulas at play that would affect this).
