It says on the FAQs that random encounters don't happen when you're in a vehicle. However, I was able to get random encounters while on a boat in my game - something that I wanted anyway. However, I'm a bit concerned because if I was able to get random encounters on the boat, then I probably couldn't avoid them in an airship.
I suppose my questions are:
How were random encounters on a boat possible in my game? I suspect it had something to do with the region IDs I set over the water tiles, but I just want to verify.
And will I be able to avoid random encounters on an airship? That's something that I also want.
Something that's puzzling me about vehicles...

You are looking at the FAQ for VX, not VX Ace. (In fact, I don't even see one for VX Ace - maybe they were deemed to be similar enough, but in this instance they do not behave the same way).
In VX, there were no random encounters if you were in a vehicle.
In VX Ace, there are no random encounters if you are in the airship. There is no special handling for other vehicle types, so encounters ARE possible if you have the regions set. -
