Okay, so let's see here.
Honestly, this game isn't without its flaws. However, considering that it was made within a very short time frame—I'm very impressed! Good job, guys.
My primary criticism is that the characters seem unbalanced. After playing just a few rounds, it was quick to see that there are clear tier lists. It took me a while; but this is the listing that I've come up with.
God Tier

I find that this character is simply broken. Then again—that may be intentional; as he is a part of the additional DLC pack. It's keeping in line with the idea that he uses psychic powers to get an advantage in the race, but his uniformly perfect states make him unfair. I would suggest that this character be banned from any tournament play.
High Tier

It seems expected that these two characters would be in the high tier; they are fan favorites. I've also noticed that they control very similarly—perhaps too similarly. They do have nearly identical stats (differing only by one point in the "acceleration" and "top speed" categories; which becomes negligible once the race has reached its midpoint). It almost seems as if these are the same character, with their models swapped. Again, this oversight can be forgiven because of the short production time.
Mid Tier

There isn't much to say about these characters—am has a very high "corner control" stat, but that doesn't make up for a low top speed. She simply cannot win in a race against high-tier racers unless in the hands of a very capable player. ??? (
frasier
) has a similar problem—he has an incredible "stability" stat, but it just isn't enough to make up for the lowest speed in the game.
Low Tier
TALE'S
I almost feel as if this character was included as a joke—he has the lowest average stats in the entire game—and while it gives the first impression that he is balanced; it doesn't seem to matter in a game where the most important stat is "top speed". I believe that this balance of stats was a poor design choice.
All in all, however, I would say that this is a good game—the flaws in the character balance would be inexcusable if this were a larger release; but the developers should be proud with what this is. I hope that we see a "fixed" version—perhaps with some more content (selectable racetracks, anybody?) in the future.
