no if you just took the songs without licence.
Music packs purchased in the Degica for example always have the licence to be used in games (that licence is what you pay for in this case). with other songs it depends on who performed them and what they want, some artists give their licence for free and in other cases you'll have to get a contract with the music company paying thousands of dollars for the privilege of using that music. -
Another source of useable music would be all the tracks in 'General Resources' threads. If you are making a commercial game, you would need to check that the terms of service include "free to use in commercial".

Yes, follow the engines EULA agreement, along with any other applicable EULA from any other audio asset you acquire, or the terms & conditions established by any other audio asset provider that you agree to by using their IP.
I.e. refer to the documentation provided by the source for the correct course of action; rather than relying upon the magnanimity of random internet commenters, forced to make a determination without any available data; due to the ambiguity of your request. -

Hey there! It really depends what music you're using. If you purchased RPG Maker MV for instance, then all the music that comes with it has a licence for you to use it in your game. But to use RPG Maker VX Ace music in MV you'd need to purchase it as-well and the same goes in the opposite way.
If you're talking about other music outside the engine then you'd need to have permission of the creator of the music to use it in your game. Video game music for instance, such as Nintendo music or Square Enix music isn't legally allowed to be used. Unless they give you permission to, and I'm certain they don't, or I highly doubt they will.
As for the other music you can purchase from this site (I mean RPG Maker Web) or the same music purchased on Steam instead, yes as long as you purchased it first you can use that music in your game. But you must purchase it to get the licence.

@Jarick, you can do whatever you want in your game if you purchase the music in this store and read the term of use. You need to follower the term of use...I think most of resource creators want to you to credit them in your game. I hope that answer you question.
