Does anyone know what the passability settings should be for the royal tileset? I can't always tell what kind of tile the author is intending.

Actually, I feel that the user should be the one to decide the passability for a variety of reasons.
One person could set a statue tile to be passable, while another could set it to star passability. Yet another could set it to being under the character.
Why? Because it suits their needs.
My advice is : just experiment with your tilesets and the passability settings until you are satisfied with them. -

Which tiles in particular are confusing to you? If you hover the mouse over them in the palette (while drawing on the map) you should see a description in the info bar at the bottom. This might help. And if it doesn't, a description of the tile's appearance, the description shown in the editor and the tab it's on should help us pinpoint it. -

Sorry to tell you this, but the description only shows up if there is a text document with the same name as the image file accompanying it.
The Royal Tileset is one of the many tilesets in the store that does not provide a text description with its tiles.
