I'm working in a plugin that add filters for the battlebacks, it includes twist filter which is sort of rotation. I don't know if that effect is useful for your project, but you can give it a try when the plugin is finished.

I don't think that's what he's after. In any case, there should already be a pixiv filter like that.

Does anyone else feel up for trying to make a plugin like this?
