Restricting Formation?

Is it possible for me to restrict adjusting the party's formation to certain spots? I want to make it so that you can only do it at an inn or at the beginning of dungeons similar places.

Yes. There's a command that enables/disables the formation command. Just turn it off at the start of the game, turn it on when you're in any building where you want to allow it to happen, and turn it off again when you leave the building.
