Question About Resource Packs

This is just about resource packs in general, so I just put it under Kadokawa Resource Packs. So, I have a question. If you purchase, say, a VX Ace Resource Pack, must you legally own VX ACE in order to resize it and use it in MV?

It would depend on the pack and it's EULA. However, I don't think any of the Ace formatted store packs would require you to actually own Ace, and they should allow for editing for personal use.

The Ace (or other engine) requirement is when it is graphics that are based on the RTP - edits of the RTP and the like.

as far as i have been told if its made for ace you need to have ace, but if you have ace you can use it in mv. i could be wrong, but it has prevented me from buying packs....cause like you cant through steam

That is the RTP. The OP is asking about store resources, which are not part of the RTP or edits of RTP resources.
