By Teambuilding thread I mean a post where you're looking for game developing teams to join or you're looking for players to join your team or partnership. This is present in the GameMaker forums and I was wondering if posts like that are allowed in this one.

That's essentially what Project Recruitment is. We just ask you to detail the game some as we have had way too many "Make my entire game for me" posts and had to curtail it.

Keep in mind that the classifieds are for paid positions, if you want to recruit a team that'll work for free (or skill trades) you'll want the Project Recruitment section like bgillisp mentioned.
