Playing animations on events, need advice

Galv's Tool and Simple Crops plugin allow an animation to be played on top of certain events. Is this possible without the use of a plugin? I know animations can be used on the map screen but is there a way to have them center over specific areas? Edit: Nevermind, lol. I got it, derp.

I believe you need to use the Stepping checkbox for most things when eventing. This should play the frames in the image.
