Is there a way to get ahold of the MV manual in pdf form? I’d like to start reading through it, but my internet connection is sketchy. I’d like to download it to my tablet.

Not a pdf, press F1 in RPG Maker MV. This should work without having an internet connection.
Or alternative access, find an "RPG Maker MV" folder > Help > index.html
Edit: sorry about that, not sure that index.html is accessible on a tablet. -
Just tested it. You do not need an internet connection to access the manual.

There are programs that can convert a html document into a Windows helpfile and others that can then convert a helpfile into a PDF.

The Help content inside the program does not really give step-by-step instructions on HOW to do things, though.
It's mostly just encyclopedic explanations on what each feature or item in the program, is.
And I end up eating up more of my time on YouTube, just trying to search for the right tutorial for exactly what I want to do. -
