Old School Modern Art Style

Hello everyone! A couple months ago, I brought the old modern tile sets from RPG maker. I really dig the look and plan to use the sprite sheet for a project I'm working on. However, I want to create custom characters based on this style. Does anyone know of any good sprite making tools I can use to create characters in a similar style?

All you really need is an art program that allows you to work in pixels, and that's most of them. If you want to view the animation you'll want something that supports it, like Gimp or ProMotion or Graphics Gale or Photoshop or PyxelEdit. Just be aware that everything in that pack is double sized. It may be easier to scale it down (with no resampling) to work on it and then double size it again after you're done.
