Don't get this this confused with Cast animatons, because that's AFTER they cast it. I need one that plays an animation over and over WHILE they're(the caster) casting it.

Second, no one can answer your question because you gave incomplete information.
Where and when should the animation play? Is this for battle skills or for map skills? In the case of map skills, shhould it play on the player or on a face or where else?
In the case of a battleskill, what battlescript are you using because the default battle engine doesn't have any actor faces or actor sprites to play an animation on.
If you want it for battles, you should check the Battle Engine Symphony - that already has action sequences to animate, move and sequence actor sprites. -

Then tell us (like I asked before) which battlescript you're using, because the default battles have no "casting time" - the entire concept of time does not exist in the default battles, you only have a selection phase (where the player decides which skill to use) and then a battle phase where all skills are cast instantenous, even if they are ordered by actor speed/agility.Lol. Its for battle skills and just plays while their casting it and before its executed ;)
That is what Tsukihime was writing about when she asked if your project supports "while casting" - the default battles do not support this. -
