In my game I have decided to put the actors into "Roles" in battles. (I.E. Spiker, Setter, Support)
Support: Heals, protects, reduces stats and causes status ailments.
Setter: Has numerous ways to cause the states "Launched" and "Down"
Spiker: Deals increased damage to "Launched" and "Downed" enemies. Take more than one Spiker and they can possibly deal powerful combination attacks that can only Activate on these helpless enemies.
And here lies my problem. Im new to RPG Maker and I have aboslutely NO IDEA how to be able to make combination attacks only usable on foes afflicted with Launch or Down.
Just so you know I am using Vlue's Basic Combo Attacks script.

You'll need additional scripts to make that possible, there is no way to limit targeting that way in default.
One option would be to use one of the target manager scripts (there are several, from Yanfly, Tsukihime and a few other scripters), or you could use Tsukihime's Tag Manager with some of the restriction add-ons.
Which one to use depends on your project and especially the compatibility with other scripts, you'll have to test all of them until you find one that has the options you need and is compatible. -
