If you meant drawing software, you should try Inkscape, Krita and Gimp
but if you meant software that act like a character generator, I don't think there is any decent one

@frhghz If you can draw it yourself and have a pen tablet to use, I personally use FireAlpaca to draw mine.

character generators are rare due to the work involved, and that gets larger the bigger the images are.
For full busts, the only two I know off are not free:
