Could you add music from other games in rpg maker? I'm not asking how just if you can. what are the limitations when It comes to things like that? Could you even put up the game that has music from other games? even if you add them into the credits?

Depends on the terms, licenses and any other legal things from that game... That is if you want to stay legal. IMHO, I do suggest refraining from using "ripped" materials.

A general rule of thumb is: If it comes from published games, such as the Final Fantasy games, then you cannot use it for commercial games. (Non-commercial games do it all of the time, though that depends on the dev.)
If there is specific permission that says that you can use a music track in commercial games, then go right ahead.
As a side note, Gyrowolf and Darren Curtis on these forums are excellent musicians, and from what I recall, their tracks are free for commercial and non-commercial. -
Just because non-commercial games might do it all the time, doesn't mean it's right or legal.
If you want to do the RIGHT thing, either purchase a licence to use the piece in a game, or get written permission from the musician or copyright holder.
