To clarify, if I were to have an ogg file with built in loop points, would RPG Maker VX ACE recognize the loop points and loop the song appropriately?
If I have an OGG with loop points, will ACE utilize them?

Yup :) provided LOOPLENGTH and LOOPSTART and their values are embedded in the metadata.
(Unless there's another way to do it that I haven't heard of. ) -
