One effect could be to have a body of water disappear - like this:

I have seen dungeon water tiles where the water level drops - I am looking for them now.

theoretically yes - but it won't be a real water level, you'll have to change the tiles.
Search for Tsukihime's Tileswap script, that is written to do exactly that. -
