Ask yourself this question:
Do I need faster or slower gameplay?
If your "BattleStart" image is EPIC, INCREDIBLE and FREAKIN' AWESOME... you want it to take longer.
OR
If you want to get straight into your SPECTACULAR CUSTOM battles... you want it to go faster.
RULE #1: (For the safety of complete noobs) DON'T TOUCH ANYTHING, IF YOU DO PRESS CANCEL IMMEDIATELY!
Step #1: Go to the Script Editor
Step #2: Go to Scenes section in the LEFT Menu
Step #3: Click on Scene_Map (I looked forever under everything that said "battle" but it surprisingly isn't there)
Step #4a: Scroll all the way down until you see this:

Graphics.transition(60, "Graphics/System/BattleStart", 100)
Graphics.freeze
end
Step #4b: The "60" after "Graphics.transition" are the number of frames for the transition to take place so faster requires less and slower requires more.
Step #5a: Slower for EPIC BattleStart image:
Change the 60 after "Graphics.transistion" to 120 to start with
Step #5b: Faster for time focused battles
Change the 60 after "Graphics.transition" to 15 to start with, any less might cause issues.

This is a tutorial, and should be posted in the tutorials forum. Please add some screenshots to make it clear to people where they need to go.
And keep in mind, no matter how epic you think your battle transition screen is, the player probably won't care. They want the battle, not the transition. ;)
