How do I make a bridge to go over while driving boat under ?

I'm having a bridge issue,searched in the forum and youtube and found the bridge tutorial but when I playtest I can't go over the bridge while using boat can please help me with this

I've seen tutorial videos but all of them don't have water layer so i can't follow the videos
