having trouble with transparency and cliffs

so i'd like to have these cliffs have more of the cliff behind them, (or grass if above a grass tile) but they don't want to seem to do that. Is there anyway around this?

Example:


in mother 3 the cliffs show whatever is behind them instead of the weird transparency.

Anything with transparency should go onto the B-E tabs, not the A tabs.
