Hello!
I recently bought this software, Game Character Hub.
It came with features for me to make sprites of Vx Ace, DS, Second story, MV, among others.
Even though I do not have the base software for these features, like the VX ACE for example. Can I use these sprites in a commercial project?

no - there should be part of the EULA explaining that those are only provided for convenience but cannot be used outside the RMs and unless you own the RM where those come from.
However there might be part of the examples that can be used, it depends on the origins - I can't check every resource because I don't have that and don't know everything included - that is why you have to check every readme and every EULA of it for details.
The rule of no also only counts for those parts that are from the RTP of the makers, not for the formats themselves - if you have sprites that are formatted for Ace but not restricted, you can of course use the format itself and unrestricted contents if the program you're using can handle those formats. -
'Tech Support' is for when you cannot get the engine to run.
