    I see this in a LOT of RPG Maker games however I'm not seeing the option to do it anywhere. I thought maybe it was an animation but I couldn't find anything close to it. Is it just part of a popular plugin or something?

    What do you mean? Like the Pokemon style where it constantly loops? Or just as surprise? 


    For loop, it's a parallel process, with "show balloon icon", then conditional branch to check if the C button's being pressed. Then, inside that conditional branch, whatever you want to say. 


    If you just want it one time, do "show balloon icon". It's on the second event page.
