Can I make a event that plays a background sound and then waits until it's finnished playing and executes the rest of the comands?

Yes, kind of. If you have a cutscene where the song starts playing and has an end, you can time it with enough trial and error until it matches up. Alternatively, you can have the BGM/BGS fade out and have a Wait command pause everything until the sound is faded out.
