Event Actors will not appear unless in Starting Party

I just recently got RPG Maker MV and I tried adding Event NPCs but they won't show up on my play test session unless they're already in my Starting Party. Are there any fixes for this? I'm not using any plugins as of right now

Have yku increased the maximum number of actors in the Actor tab of the database? Until you do you can only have 4.

Can you post the screenshot of these NPC Events?

Have you activated the "actor exist" condition on those events?
Because that is exactly what that condition does - make the event appear only if that actor exists in the party.
