Cobweb balloon?

Can anyone tell me what it means exactly? I've played an entire game through with it now, and still can't join the cognitive dots. I suspect it means "confusion" whereas the question mark means more "curiosity", does that encompass it?

I've always seen it as muted frustration, like someone said something rude, but you can't openly respond so you kinda mumble under your breath or give them a dirty look. That's the context I've gotten from it from reading comics.

Hmm, when I think of cobwebs and the brain, I think of it as meaning "empty" as in cobwebs would collect there. So I would assume that it means that the person isn't understanding something. But, I'm not a comic reader, so I can't say for certain what it's origins are intended to be.

I would have thought so too, but the presence of the "..." balloon icon makes me think otherwise.

I might be wrong about which balloon it is but if it's that one balloon with the weird squiggle ball in the middle.
It's usually meant to be like what Uzuki said, muted frustration. It's used in place of discontented grumbling as well.
