Yes. Here's an example of one made by myself, who is not a very good artist: http://diretooth.deviantart.com/art/Ode-to-a-Requiem-406017099
With practice, you can make even better titles, perhaps on par with the rtp titles. -
I opened my own GIMP logo workshop !! ^^ I'll see if I can remake that one Diretooth.

You can make almost anything graphical in the Gimp as long as it's 2D.

Gimp is a fantastic program but it's far from being as "good" as Photoshop and that's not me being a fanboy that's just fact.
Gimp is great for what it is, for just pixel art and basic photo manipulation you can't go wrong with it, it's an awesome program and I even use it even though I have Photoshop installed (I got a free copy from school).
However I want to point out a few things, when it comes to layout, Photoshop wins, icons?... that can be changed and updated so not an issue there, the major issue is the menus... my god... somehow they've managed to program ADD!
In short, if you don't plan on doing ANYTHING other than pixel art there is no need for Photoshop, even for Title/Game Over screens you're still okay with gimp.
