I would like to explain states, enemies and other game rules on my website but I need to show art. Is it allowed? Do I need to give credits on the website even if I already did so on the game?

What do you mean by art? Do you just mean screenshots?

I mean state/item icons and enemies pictures

Screenshots from your game are allowed automatically.
But for directly displaying the artwork you'll need to get a personal OK from Degica, and that can not be given publically - you'll need to contact them through the support system (link top right).
