Can an game with Bioware styled romance and moral choices be created using RPG maker?

  3. Yep. Use Variables to track romance levels, effects of moral choices made, etc. - and check those variables in Conditional Branches to show different outcomes depending on those factors. Very easy to do from a technical viewpoint - much harder to actually design it so that it's compelling. You'll respect BioWare a lot more once you try designing such a game.
  4. Definitely possible. I've been making choice and consequence games for a while now, and last two projects also have had romance building. As Wavelength mentioned, it's all about assigning switches to the choices the player makes and assigning variables to the levels of relationship with different NPCs and using conditional branches to check if those choices have been made or not. You can do the same with attribute points or specific non-combat skills such as hacking, lockpicking, charisma, etc and end up with a Deus Ex style experience. :)
  5. Very doable. My game used to have them until I decided it added nothing to the game and cut them about the halfway point in development. Like the others said, use variables to keep track of how the romances are doing, and then check them at the appropriate time to determine what is said and done.
  6. It's been done before in the past. Games like Romancing Walker, for example, where your choices when it comes to who you pick to go with you on missions, how you respond to the different girls and how you act towards them in general change who likes you and who doesn't.
