Question: What are the base rates?
Like, let's say you want Elemental rates to be 15%, but it starts at 100%, is 100% the BASE RATE at which everything is calculated?
Using said example, would 85% be -15% and 115% be +15%?
I am not really using this for Elemental Rates, but it's more of a general question.
Thanks!

If you look at Elemental Rate, it is multiplied. Therefore, 100% is normal damage. 115% would do 15% more damage and 85% would do 15% less damage.
Most of the rates are in multiplication. I do believe that Ex-Parameter is the only one that adds to. -
Base rate is 100%. If you have both fire resistant (85%) and fire weakness (115%) traits at the same character, the final rate is going to be like this.
Rate = 100% * 85% * 115% -

Thank you.
Actually, Elemental Rate was just an example. I just wanted to know the base rate that everything in the parameters are calculated by.
Kamuipsyus seems to be the best answer but TheoAllen, that was something to keep in mind when making games. I might need that on my next game I make. Thanks!
