At first I thought there was a processing bug with the engine its self(It's a simple enough concept, I done stuff like this before, I knew nothing was wrong with the steps in the event), so I removed all It's effect, and the condition branch in the common event tied to it, and made the skill do nothing but call a common event, that forgets the skill.
I can't get rid of this blasted skill lmao. This is just weird, you can do everything else in battle(including learning skills, adding/removing party members, ect), but you can't forget a skill.
I think It's clear this is a oversight or bug, and not a intended limitation, but I'm wondering if there's a way around this or do I need to find a script somewhere?
I wanted to add another skill type, that you can only use the skills in it a certain number of times, and then they are forgotten(providing X skill has already been learned by the char in the past, sleeping at a inn would relearn the skill/reset the counter). I thought to myself, this would be a nice way to add even more strategy to the game(plus add some excitement, since unlocking new features is always fun), and hey, it won't even need a script(never underestimate the art form of a well placed bug where you would least expect it).
Are you not able to forget skills during battle?

That's strange, since it does work for me. Have you double checked the target's for each skill? Learning and forgetting skills during battle shouldn't be an issue. Could you show me your event set up because it is a very strange problem...

OMG I found the problem.
After you said it works for you, I rechecked something.
Initially I added it as a default Actor feature(which ofcourse you can't forget that) by accidentally, but I removed it almost instantly after.
Well evidently this just happened to be the one, and only time I forgot to hit apply lol, I guess thanks. It's gonna be one of those days, Isn't it sigh. -
